Background

On April 16, 2020, the Delaware County Commissioners approved an initial grant of $89,000 to the United Way of Delaware County’s COVID-19 Community Response Fund, to provide financial assistance to eligible county residents. The financial assistance is a reallocation of Community Development Block Grant funds and will be earmarked specifically for rent/mortgage and utility needs up to $1,500 per household.

The Pathways to Hope program will be managed by the United Way of Delaware County and administered by the FRC and the Andrews House. The FRC will assess initial eligibility based on criteria identified in this plan with households who apply on-line or by phone.

Additional staff will be provided by United Way of Delaware County as needed to support application and verification process. The Andrews House serves as the fiscal agent for Pathways to Hope and will issue all approved payments directly to the vendor.
